Thomas G. Loomis, P.E.,  Principal
With over 24 years experience in a wide range of civil engineering and water resources disciplines, Tom Loomis has been director of corporate operations and an active project manager at Loomis Partners since first beginning to serve our clients in 1993. A graduate of Tufts University (B.A., English) and UT-Austin (B.S. and M.S., Civil Engineering), Tom focused his early work on watershed scale hydrologic and water quality investigations. In recent years, he has served as a project manager and lead design engineer for private land development and municipal/County public sector clients. As president of Loomis Partners, he has worked steadily to develop a friendly, hard-working company culture where the focus on meeting our clients' expectations is paramount, there is mutual respect and appreciation among all employees, and the quality of our work is exceptional.

John Barnard, R.P.L.S., Survey Group Manager
John Barnard is chief surveyor and director of Loomis Partners' Land Surveying Department. He has over 15 years of land surveying experience gained working in both the field and office of the highly respected firm of Metcalfe and Sanders, Inc. John earned his Bachelor of Arts in Geography from the University of Texas at Austin and completed surveying coursework at Austin Community College. He has also received certification from Optech in the use of Loomis Partners' ILRIS 36D Terrestrial Laser Scanning System. John has served the Texas Board of Professional Land Surveying as a subject matter expert on the Cut-off Score Advisory Committee since 2004, and on the Board of Directors of the Capital Area Chapter of the Texas Society of Professional Surveyors since 2004.

Clifton Ladd, C.W.B., Environmental Group Manager
Clif Ladd is Manager of Loomis Partners'  Environmental Group, and the firm’s senior biologist. He holds a B.A. in biology from the University of Texas at Austin and a M.S. in biology from Southwest Texas State University. He has more than 24 years of experience in ecological projects in the southern United States, including over 20 years in environmental consulting and two years as manager of the Travis County Natural Resources Program. He has assisted numerous private and public clients during that time, helping them navigate through the often complex maze of federal and state environmental planning and permitting requirements.  He is one of the foremost experts in Texas on the science, conservation, and management of endangered species.
